And I've got an easy TNG contender: "Sub Rosa".
(Though "Sub Rosa" STILL manages to be better than "PROFIT AND LACE". At least it was well shot with a nice horror/creepy vibe.)

Sub Rosa is bad but it's fun-bad like a bad TOS episode. Which is also how I feel about a lot of S1 TNG as well.
