Depends. When it's just window dressing, it really doesn't matter. Some of my favourite things ever has ropey as fuck special and visual effects (even for the time.) Sometimes that's part of the charm!
However, when an effects element is central to the story, either a main character or plot point, bad effects can kill even a good movie.
For example, imagine for a second the movie Predator . . . if they kept
the original wobbly head lobster costume they shoved Jean-Claude Van Damme into, instead of hiring Stan Winston at the 11th hour to come in and redo the whole thing from the ground up. I think it's safe to say that movie wouldn't have landed, or be remembered as well as it is today if the pivotal reveal was *that* wonky as all buggery rubber suit.
Also in this case all we've got to really discuss about the show right now is the trailer . . . and 60% of said trailer was wonky as all buggery deepfake shots. On top of which is the fact that these shows were advertised to be of the same production standard as the Marvel movies, which this clearly isn't, so I think it's fair game for criticism.
