Their excuse for Bald Klingons was because of the war. Though that makes no sense since we saw bald Klingons before the war started.

Pretty much. Clothing was already trending this way in season 1 as well. That said many have said a long time that if you just put hair on them they look even closer to what one is used to and boom that's the case here.As far as I can tell, the make appears to be mostly the same as Season 1, all they added was hair.
