Left a bad taste in my mouth, PIC bringing back characters just to kill them off . Icheb, Hugh, Ro, Shelby. I remember wanting PIC to bring back Naomi Wildman, I'm glad they didn't now! They'd have offed her in some way .

IIRC, Matalas wanted to rename the third season Star Trek Legacy, but Paramount wouldn't allow it. Since the title was unused, he used it for his proposed spinoff, which clearly hasn't gained any traction.I recall reading it in an article way back when season 3 was coming out, but google searches now are just spammed with info about the final episode with that name. I can't remember how legit the article was, perhaps it was clickbait nonsense
He came back in "The Next Generation" 's post-credit sequence.

No, what he wanted to do is name the Season The Last Generation, not make it a completely separate show. He also said Legacy was considered as a name, before he applied it to the spin off he wanted to do.

He has said in interviews that he wanted to acknowledge some more things from Season 1 other than Picard being a Synth (and his body being on Vadic's ship for some reason I don't remember), but time and/or budget got in the way.
He said he had a scene in mind where Data would meet Soji. They also considered showing the Bad Borg coming from the transwarp corridor from Season 2, and possibly destroyed the Jurati Borg.
Also that he was deeply involved with Season 2's story. He was showrunner for half of It, and it was his idea to set in near future LA.
Even longer, they said three years was the plan before Season 1 aired.

This would have been a terrible idea. The Jurati Borg is the most interesting thing to happen with the Borg since TNG.
I didn't think the Jurati Borg stuff was all that interesting but it seems kind of wrong to kill them. I do think Data meeting his daughter would have been interesting. Speaking of season 2. The idea of going back in time to present day to fix the timeline and having social commentary on the present day was actually not a bad idea. As terrible as the season ended up being the premise and setting was fine. It was everything else in it that sucked. Maybe the biggest one of all is bringing back Q and forgetting that Q is a fun character that comes with lots of humor. They made Q as boring as they possibly could.
There really aren't that many Q episodes that can be considered fun or humorous. Indeed, Q-Pid was the only one where they were actually trying to be funny.
But the character is always playful for the most part. Once in awhile he seems serious but they guy is sort of like the Greek God Loki. He should have been in more of the episodes. They had way to much stuff happening, most it not interesting. Should have cut it down to Q and ICE and Wesley Crusher as a Doctor from Doctor Who character now.

And yet became insulting instead. Despite my annoyance at Season 2 it is very much in line with Q's over the top antics.
Ro went out like a badass. That was epic. Though I heard the original plan was her to be found alive later, like Tuvok. I'd have preferred that.
Shelby WAS awful. Not just because she died, but because she, of all people, the Borg fighter, thought making Star Fleet a collective was a good idea.
Hugh hurt, not gonna lie. But it was well done. Icheb, too. If grizzly.
Truly, the body count should have been higher. Worf was set up for an epic end. Pity they didn't take advantage of it. Picard himself needed a fitting close to his story. And either Deanna or Will should have had some kind of noble sacrifice, leaving the other to grieve. It would have given the whole thing "stakes".
And other such nonsense.
