I assume that the majority of Starfleet is teaching people how to run a starship and live in space with some element of officer and diplomacy training. Jack has been living on a starship and running it with his mom for most of his life. He just needs to learn about being a Starfleet officer.
Plus Starfleet would probably be eager to fast track the son of two admirals who just saved Earth yet again.

With Jack’s experience, he’s a real asset. Starfleet was smart to get him.

However, Star Fleet often gives the equivalent of 'life experience' credits to those who've done exceptional things, so Seven being XO on the Titan and now the Captain of Enterprise G fits.Seven of Nine has been in Starfleet for 4 or 5 years and she is already an O6. That's fast.

It's more nepotism than bad writing.Seven-of-Nine has only been in Starfleet for 1 1/2 years. She was not in Starfleet during Season 2. In fact, she had revealed that Janeway had tried and failed to get her into Starfleet during that season. For me, this is just bad writing in order to make Seven a high-ranking Starfleet officer. I realize many of you don't mind, but I cannot accept this. End of story.

Even in The Voyage Home, they had the President (probably acting in his nominal role of Supreme Commander-in-Chief of all Federation forces) directly give the crew amnesty and commute their dishonorable discharges for stealing the Enterprise among other charges.
Locking Mr. Adventure in a closet.Stealing the Enterprise, disobeying multiple orders, violating Genesis quarantine, destroying the Enterprise, hindering prosecution, obstruction of justice..
And that is just the start
Frankly the only reason he probably didn't start as a lieutenant was to avoid more obvious nepotism accusations.He studied at Oxford, has a degree, can pilot and maintain a ship, hold his own in a fight, speaks multiple languages, can do some field medical care, etc. He isn’t a green 16 or 18 year old. An accelerated training program and a post as Ensign isn’t that far fetched.
