Yes, and DS9 also brought in non-Federation people. Cardassians who were far from saints, the Maquis who the audience could sympathize with to some extent but were not exactly saints either, Bajorans who were mostly pretty nice but could be awfully opinionated and stubborn, Odo and the Ferengi who definitely had their own agendas, and then we got to the Dominion races. Plenty of potential conflicts there.
It bothers me of how much corruption there is within Starfleet.

Much of the corruption we have seen in Starfleet could be viewed as “noble cause” corruption.
Keneally and even Dougherty were not trying to enrich themselves but were duped (more or less) into their actions.Perhaps their downfalls could be attributed to hubris more than corruption.
The Matalas era shows however are hinting at a wider ,more ingrained kind of malaise in the UFP,what with crime syndicates and shanty towns and the like.I sure don’t like this direction.

Thankfully I'm pretty sure Freecloud and M'talas Prime are both way outside the Federation.
I'm usually the last person to defend Matalas and his writing decisions but this sort of thing isn't without precedent - I remember TNG showing Qualor II (which definitely WAS within Federation territory) in "Unification II". That bar seemed to welcome quite a few shady characters.

"The Matalas era" consists of two seasons which derived much of its content from 90s Treks, including crime syndicates and shanty towns. Let's not pretend these are new concepts in Trek. Nothing in the so-called Matalas era can be considered new.
I mean, we saw the shadiness begin with Leyton and Pressman who went above and beyond their authority in the name of security.
Plus, we've seen more than a few wayward colonies in the TNG era, like the one Yar was from, or Jason Vigo. Or even "Captain's Holiday" were theft is occuring in a resort planet.
You're forgetting Bennett from "Ensign Ro".
It was actually Admiral Kennelly in Ensign Ro. Admiral Bennett was on DS9 and ruled Bashir could stay in Starfleet once his genetic enhancements were exposed, provided his father did jail time.
I was going to call him "Cardassian flu guy", but then Bennett popped into my head.
