May not be a very popular opinion, but I really like all the Bajor/Prophet episodes. The Emissary story arc is intriguing.
That's why I love the Cardassians. You can't sum their whole culture up into one word. They're a very diverse and interesting race compared to most.

I think it's more a matter of a society that encourages such behavior by setting the example at the top. It doesn't mean that the people living in that society are inherently bad. All obviously modeled on real-world examples.
