How did Reginald Barclay graduate from Starfleet Academy?

Did they kick him out? Did they demote or isolate him?

No, in fact in light of his erratic behavior they were rather kind and accepting, helpful even.

Not at first. At first they behaved like a bunch of kids on a playground, toward the odd kid out. Riker particularly given his seniority was a perfect asshole. No wonder Barclay portrayed him as the village idiot in his simulation.
 
But if he was a main character, the sheer amount of peril and sticky situations he'd find himself in would strip away a lot of that every man veneer if we saw him being a hero as often as the plot dictated. Unless there's plenty of quiet, non-action scenes.
For a long time, Chief O'Brien was kept relatively far and away from the fun and adventure of TNG. The more you pull back, in Hollywood, the more it seems to generate interest ... so he got into the act a LITTLE bit, here or there. Then, when he got involved with Keiko, he finally gets a first name and after that he had the juice to let loose! He just got more and more involved - whilst always remaining on "Regular Guest Star" terms.

I suspect that just this kind of thing would've eventually happened with Daniel Sutter - especially since he had a cute little kid who, herself could be like Alexander's little girlfriend and all that. So, yeah, it would be kind of hard to hold Daniel back, but I think it could've been done. If he could've been there in place of Barclay, it would've worked out just fine. BUT ... oh! Barclay's so HUMAN!!!

My suspicion is that Keiko was invented to make Miles interesting enough to spin off, the moment they noticed there was money in the budget to possibly maybe spinoff.

Anything's possible but I am not sure they had already chosen whom they were gonna cast for DS9 back then.
 
It's really a question of how long it took them them to preproduce Deep space nine, or really to preprepreproduce.

Her first appearance TNG was Data's Day was 15 of June 1991, and the DS9 Emissary was 15 August 1993, which is two years, which is a long time to hold a character in limbo... It's not impossible?

Yes, I don't thing they even knew that long in advance that they were going to make a new series. Or if they did then they likely had multiple options for the cast. Many things can happen, actors can get involved in movies for example.
 
I think DSN was in pre-production for about two years, but I doubt at the early stages i.e 2 years out much had been decided other than another Trek show. And it's not like the didn't accomodate Colm Meany to do other roles during DSN's run.
