Couple this with JP's comments about teenagers trying to swear and I think you'll see where Dayton is coming from. It's very likely that the vast majority of the swearing Dayton's heard comes from ignorant teenagers. Thus he concludes that swearing is a sign of ignorance since there is a strong correlation between the two within his frame of reference.

As pointed out, our last President cursed as well, so this isn't news (actually, it's honestly not even worth more than a chuckle, since he's not actually cursing at anyone).
