I'm not sure, but I believe for the German TV broadcast they were shown over the original title cards after the opening sequence, yes. On the DVDs, though, they didn't alter the original video, so no German titles.Are the german titles on screen or just in the audio?

In my opinion there's no logic whatsoever behind most of the German titles for foreign productions and one is better off not thinking about it too much. The most absurd titles are those where they actually give an English title to the German release that differs from the original title. Like the 2008 thriller Taken, which got the title 96 Hours in Germany (not Entführt – which would be the correct translation – nor 96 Stunden, the translation of 96 Hours). It doesn't make any sense at all.When we lived there, I asked why they always changed the titles of things; and they told me they like things more literal (and less vague).
Star Trek was too vague, I guess, so they changed it to Raumschiff Enterprise (Space Ship Enterprise).
Can't figure why they changed "Raw Deal" to "City Hai" ("City Shark"), though. That's not very literal.

That's The Enemy Within; a rather literal approach at describing the premise of the episode. Fittingly, though, the German title for TNG's Second Chances is Riker:2=? ...
