The only reason they introduced a Soong ancestor in the fourth season was because they were instructed to create a role specifically for Brent Spiner to play.I imagine there'll be a powerful temptation to introduce ancestors of 23rd/24th, etc. century characters.

Shatner is never coming back as Kirk in live action. Maybe an animated show or a podcast if Khan ends up being popular enough.We might yet get Shatner as Tiberius Kirk (as they'd toyed with the idea of) if he lives a few more years in good health.
A Worf show could always be a backdoor pilot to Legacy. There has been interest in Worf and Raffi teaming up again. And would tick the checkbox off of following up on what the Klingons are up to. Which would mean that Legacy could spent time telling other stories.
