Ok, no one is saying otherwise.

Only that, there will always be people who are driven by fear, and we see it in Trek all the damn time with bad admirals, like Pressman, taking matters in to their own hands in the name of security.

Normally I wouldn’t buy an institution lasting that long — but Starfleet itself did, so whatever. I would hope S31’s been replaced by something better by the 32nd century — but I wouldn’t be surprised if it’s still around and Kovich is its head.
