Enterprise still got a good send off whether TATV was made or not.Looks like Berman and Braga really did believe they were sending a valentine to the fans but instead they got too self-serving and ended up writing a valentine to themselves. They were patting themselves on the back for 25 seasons of Trek over 18 years when they should have been focused on giving Enterprise a good sendoff. Ego got in the way and they didn't realize it. Maybe that's what's fans are picking up on and that's what's putting them off.
I recently skipped through parts of this episode again and I think one of the big problems is that it uses tng when Frakes and Sirtis are visibly much older than they were in tng. Making it Titan era Riker would have helped, although it'd still have the issue of being a holodeck episode
