The Federation is more like the UN than the US.
And not every UN member nation has a UN Department of Peacekeeping mission located on its soil. That would be the equivalent of Starfleet. Not every Federation planet needs a Starfleet presence.

Maybe, if Starfleet is basically an Earth organization as suggested in that other thread, and Earth is to the Federation as the USA is to the UN, then Starfleet is more akin to the American armed forces. And there are lots of allied or friendly countries with no US army or navy bases. England and Canada, for instance.

Any given US state would not be able to block the military from building a base in that state, would they? Same story here.
Somehow I got the sense that Vulcan mystics such as the ones in TMP and TSFS would kind of cut themselves off from the rest of the world, including politics, so they could focus on getting their Logic on.
I suppose the Vulcans could always play their "we made it out to space before you did" card. Along with the "we saved you from yourselves" card.
Or they could simply play the "we'll leave" card.
