No surprise that the Romulan settling of worlds would include colonizing planets with an indigenous population. One issue that I might disagree with Picard on is that if the natives are pre-warp, then the Prime Directive would apply. Technically, Governor Shiana is in the right. The Romulans should be evacuated but not the indigenous people.
So the Federation should "hide" from the Ferengi too?
