@Crewman6 had informed me that even if you are a former member you can still be asked. So, they might have better knowledge on the subject of union dues and being asked to participate.So apparently Robert Meyer Burnett was also expecting Brian Brophy to return for the role:

Brophy has a full-time academic job, and has simply not been involved in the TV industry for nine years. Nine years... That's almost a decade! The last thing he ever appeared in was a two-minute short film in 2014. Since there's next to no information available about it, it might have just been a student project.
I would guess that he's probably not even a SAG-AFTRA member anymore (there's no reason to be paying union dues for something that you haven't been involved in for years), and I understand there's extra rigmarole and jumping through hoops involved if you want to use a non-union actor in a prominent role in a union-contracted production. But I'm sure someone else around here has a better idea of how that all works.
