I think a utility coverall makes sense for something that can be put on quickly and removed easily after the work is done. Two piece uniforms makes sense, as well as an undershirt for removing the top layer of the working uniform to go in to coveralls.

Is the correct answer different depending on which uniform looks the best or the uniform that is most practical?
 
I would think so. The ENT uniforms were based on NASA jumpsuits, IIRC and, therefore, are the most practical by design. What one looks best is entirely subjective and likely has no bearing on the pragmatism element. I personally love the look of the TWOK+ monster maroons. However, having made several myself 20+ years ago, I can say definitively that they are cumbersome as fuck and I would NOT want to go out in the field with one of those. I'd say the late DS9 (ST:FC/Dominion War) outfits are probably the best compromise between form and function. Some of the Abransverse designs are also quite good in both categories.
 
Always wanted to see what the Disco crew looked like in TOS colours.

And an interesting take on the Monster Maroons.
In isolation I love the maroons but in universe I never liked that the movies took such a wild swing away with the uniforms.
Even black with the traditional colours on the collar and cuffs like DS9/FC would have been better
