Just because it wasn't shown in Crisis doesn't mean it isn't part of it.
The point of Crisis was pretty much that everything is a part of the multiverse, not just what they could get the cameos for.

Its not--largely because its showrunners and the studio PTB never said it was, which is the case with several DC adaptations.
Pretty sure Warner owns it and FOX has no say it what's done with the show and it's characters now that it's canceled.Gotham was Licensed to FOX.
FOX may have had to sign off on it, or tried to charge the CW to use their version of Gotham.

Do they? It was made by Warner, DC and Heller's Primrose Produtions. DVDs are relased through Warner with DC branding. Warner has shopped the international rights to various entities. FOX seems to have rights in the US. But for how long? Currently I can stream it on Netflix, Amazon, VUDU or Apple TVFOX owns the episodes made, and they are being rerun, and sold globally to be run and rerun everywhere for decades to come. Its still making FOX 10s of millions of dollar a year from physical media (COUGH!!), licensing( I'm 50/50 on if they can make a Gotham monopoly Board Game without approval from DC/WB unless their licensing deal was multiplatform, which it would have to be to sell DVDs), reruns and streaming.
The Antimonitor destroyed the Multiverse.
It's all gone.

"We own all the rights. That's what we're licencing. [Warner] brought us the entire franchise for a very healthy licence fee. We're not negotiating this piece meal. We have all of the underlying Batman rights for the entire franchise for this series.
Except we saw it return in the epilogue...
I would assume the license was only in play for the life of Gotham. No Gotham, no license, no characters. Currently we have several Batman related projects in play (Including Batwoman) and FOX isn't getting squat.Being allowed to use/air DC Characters doesn't matter much if they are not actually making the programming them selves, which was my assumption.

I liked her a lot in Agent Carter, should make a good Ivy.
Yeah... I was less impressed by her in Legends of the Seeker, but I found her quite impressive in White Collar and Agent Carter. This is good news.
