That was Maggie Sawyer. This is going to be a different version of the character, with no connection to Gotham (the show).
Hopefully they'll do more with her than Gotham did.
Wasn't the comics version of Montoya a love interest for Batwoman?
Victoria Cartagena, who portrayed Montoya on Gotham (or rather, appeared in a handful of episodes while being credited for the entire first season), has been cast on Batwoman as... Montoya.

It has to be asked. Will Montoya eventually become the Question?
I'm sure she will. I didn't realize that she had a relationship with Batwoman, but I've been hoping that we see Maggie Sawyer turn up on the show--although that seems unlikely.
The other question is, will they introduce Vic Sage as first Question, or just right to Renee?

I guess we can assume this Montoya is a doppelganger of the one from Gotham's Earth.
That was Maggie Sawyer.
If they did bring in Maggie, hopefully they'd get Floriana Lima back rather than do another post-Crisis recast like Morgan Edge and Sam Lane.
Is Morgan Edge a recast or a retconned Kryptonian imposter?
