Absolutely agreed, Pale Moonlight is also one of the best episodes in all of Star Trek, I would put it up against the best any other show has to offer. What single Trek episode even comes close? City on the Edge of Forever? Yesterdays Enterprise?
That's a memorable and funny episode that really humanized Picard and provided lots of humor and some serious action stuff. Not every episode can be space battles with Romulans.
