I thought the reason Holder was cited with contempt over Fast & Furious was to neutralize his attempts to prevent the Republicans from stealing another election by denying the voting rights of blacks. Oh well.
Um, no. It has nothing to do with Holder refusing to enforce the voting rights act, which he refused to do. It has to do with stonewalling, perjury, obstruction of a Congressional investigation, and evidence from wiretap applications that the highest levels of the DOJ were informed of and knew about the guns being sent to Mexican drug cartels, in violation of numerous federal laws
aimed at federal agencies and department heads, some of which carry 10-year jail sentences and some of which carry 30-year jail sentences, along with about $2 billion dollars in fines.

One of the reasons gun owners worry about Obama is his statement to Sarah Brady that he was working on gun control under the radar
So how exactly does a 2011 incident explain 2008? ( Since this is a Trek board, it is permitted to include red matter black hole time travel in your answer. )
Because he's a liberal from Chicago who in 1996 answered a political questionaire as follows:
Do you support state legislation to:
a. ban the manufacture, sale and possession of handguns? Yes.
b. ban assault weapons? Yes.
c. mandatory waiting periods and background checks? Yes.
Later he claimed the answers were from one of his staffers.
In 2000 he sponsored a bill to limit hand gun purchases.
In 2001 he said,
"We're calling for handgun registration."
In October of 2004 he said,
"I think it is a scandal that this president did not authorize a renewal of the assault weapons ban."
In 2007 Obama called for a permanent assault weapons ban.
In January of 2008 he said:
"The efforts by law enforcement to obtain the information required to trace back guns that have been used in crimes to unscrupulous gun dealers. As president, I intend to make it happen." And he did, with Fast & Furious, which killed countless Mexicans and one to two US federal agents.
So gee, why would anyone think Obama wanted to restrict guns? Because they'd been listening to Obama. He does speak from time to time.
Right, NIH grants come from the Sinaloa Cartel and are intended to be used for meth labs and random shootings.
Your tinfoil hat is showing.
No, the Sinaloa Cartel doesn't actually want meth labs in competition with them. That's just crazy.
But the NIH can't study people's psychological responses to mass shootings unless there are mass shootings. So occassionally somebody writes up a grant proposal saying, "Hey, I propose to cause mass casualties at a Batman movie to see how the crowd responds, using viewers of a nearby Katy Perry movie as a control group." And someone at the NIH looks at it and thinks "It would be useful to compare the responses of action-movie fans with pop-star booby-movie fans, in case there's a terrorist attack on a twinplex." So the NIH asks the guy what he needs, and he lists all the guns and explosives it'll take, and then they approve the project.
