DS9's Badda Boom Badda Bing. The whole episode is 1) develop big plan and 2) watch as big plan goes wrong at every turn.
One of my favorite epsiodes.

Indiana Jones losing the Ark twice in ROTLA...3 if you count the ending, only his luck trumps Belloq's intelligence.
Terminator 2, let's go to Cyberdine and get rid of the tech and research...oops...cops come, Dyson dies...mission accomplished but not without cost.
STARSHIP TROOPERS, attack Klendathu...100,000 dead in one hour! There's a big blunder.
Pretty much every zombie movie ever made?
The Big Lebowski comes to mind. Pretty much nobody in that movie had a plan that worked.
a) The rug pissers - got the wrong man
b) The nihilists - failed extortion
c) Jackie Treehorn - slipped Lewbowski a mickie but then it turned out he didn't know anything anyway
d) Maude Lebowski - was trying to recover money that didn't exist
e) The Big Lebowski - his plan to get rid of his wife and steal from the charity backfired because his wife was never actually kidnapped
f) There was that detective that followed the Dude around, total waste of time
g) Donny
h) Donny's funeral
i) Anything Walter said
Heck I could go on and on
edit:
not really science fiction
Very true.
Take Dawn of the Dead '78. all that time spent blocking up and securing the mall, and it's all laid to waste by those damn bikers.
2001: A Space Odyssey -- spend billions of dollars to send a state of the art spacecraft to Jupiter only to have the computer go psycho, kill most of the crew, and the last remaining crew member transcend into a superbeing who might not look too kindly on Homo Sapiens.
2010: The year We Make Contact -- spend billions of roubels to send a state of the art spacecraft to Jupiter only to lose one of the crew in an unnecessary accident, and narrowly excape from the planet blowing up by using an enemy country's very expensive spacecraft as a booster rocket.
Can you think of a movie where the good guys make create a big plan, a lot of screen time is put towards it, and...poof..it ends up not working so great?
The opening operations of the first Mission: Impossble.
