Maybe that's intentional by the authors to give Itcheb and Noami something to do. Come to think of it, I would have my problems falling in love with a girl that's hardly ten years old. Especially when I knew I was playing with her five years ago and now that playing goes into an entire new direction.
So, Ktarians mature twice as fast as humans and have a high intellect? (If Naomi is an example, she would've passed 3 school grades a year to catch up with Icheb.) Guess you wouldn't want them as enemies.

Maybe 'cause that's their opinion of humans! I'm surprised though that in the Star Trek world there's really no TV or computer games shown. Not everyone can get access to a holodeck, ya know.
I believe "Full Circle" mentions she is about to begin, yes. Seven has a conversation with someone- Chakotay?- in which they discuss Icheb's being a "big brother" to her.
For the record, this is what Scarlett Pomers, the actress who played Naomi, looks like today: (It has, after all, been almost ten years since VOY ended. Scarlett is 20 years old.) Just somethin' to bear in mind if Naomi is the equivalent of a Human 18-year-old now.
