Also... I'm very confused about why they are sending Cadets out to wrecked starships on training missions instead of just using the holodeck...

Because field experience is better than a simulation. They were doing the same in the 24th century despite having holodecks.

So... Starfleet couldn't get something to work that the Romulans got to work 800 years ago?

They were very specifically using simulators and holodecks for training in the 23rd/24th century's...

Also no, field experience is not better then a simulation. Because a simulation lets you control and standardize all the variables while maintaining a perfect level of safety.

Exactly. No actual idea how people would perform under pressure since everyone would know its a simulation.

You need to give them actual field experience.
Except the only time they would ever be in actual danger in field training is when everything goes wrong.

Which nobody actually wants happening.
