I know the Bolian Admiral in "PARADISE LOST" was meant to be the Commandant, but that actual title was not stated.

Only if someone chabged it from chancellor to commandant after 2401Admiral Vance may have changed the title for the head of Starfleet Academy to Chancellor from Commandant, probably to attract Ake to the job and avoid confusion, because the title Commandant might be reserved for the Commander of the War College. Just my opinion until they say something else in the show.
One of the companies I used to work for changed my job title 3 times in 10 years, and the job was the same. Maybe the phaser has targeting sensors that can detect if it's been aimed at a living target or an inanimate object or there's a lethality setting which caused some components to be transported away then transported back incorrectly causing the replicators to malfunction.
