The War College is a Starfleet institution as well, it just moved to Earth with the Academy. It was because of the need for soldiers after the Burn. If you look the head of the War College is a Starfleet captain, he has the same epithet as Ake. They wear the dark uniforms similar to Willa and Nahn.
