The man didn't get a promotion until 29 years later on Lower Decks (and yes, Garrett Wang is coming back as LIEUTENANT Harry Kim).

In fact he’s in the wrong uniform. He’d be most likely be wearing first contact grey like Tom did in Season 2.
After 29 years, I doubt Mike McMahan would be so cruel as to pull the rug out from under the guy (I doubt Garrett would've come back if he was just going to end up an ensign again by the end of the episode).
Tom's uniform is different from the Lower Deckers' uniforms. He might be assigned to a different class of ship. What type of uniform someone wears may well depend upon what ship they're assigned to.
They might have had more to do if they hadn't wasted so much time on Mirror Georgiou. The character just did not work.

You mean most of them didn't. Out of the characters you listed there, the only one who were in the first two episodes were Michael, Saru and Detmer.Especially in Season 1... Burnham, Lorca, Saru, Tilly, Stamets, Culber, Detmer, Owu, Ryse, the other dude, Ariam, Landry, Ash.. Not to mention some of them don't even show up until two episodes in.

The only other time we saw the DS9/Voyager uniform style in the modern era was Denny the elderly transporter chief in Lower Decks S3 premiere. And there it was an intentional joke to represent that he's old and behind the times.The era of nuTrek has really played fast and loose with uniforms. It seems like every ship has it's own uniform type now. Some apparently use the old style.

You see this in DS9, the only officers wearing it are on DS9, whenever there's a visiting ship they wear the TNG uniform.
When Sisko first arrives on DS9 in Emissary he's wearing the TNG. Later when he's reassigned to earth during the Layton episodes he switches back into the TNG uniform.
DS9 was the first series to do the unique uniform for the assignment thing that all the series seem to be doing now.
