Carol Kane is the epitome of quirky. Quirks stand out because they are not average or expected. She's like this in pretty much everything, it why they hire her and why she was the perfect pair with Andy Kaufman in Taxi - he was quirky. All the stuff you mentioned can be found in pretty much anyone on the street. It wouldn't even be strange to be all in one person.
If you have one character routinely speaking and acting in a certain why that other characters find strange, off putting or just amusing, that person is quirky.

I love Scotty but prefer another engineer here. It get's boring to use the same characters again and again.I like her very much, but I do worry she won’t be returning. I think the focus will be on Scott as engineer from this point.
