I expected Lower Decks to go at least 10 seasons so there is a little doubt. I think it started when Paramount+ took Prodigy of their platform. We are in a changing streaming landscape.

We know Jess Bush is in the majority of season 3, if only thanks to her own social media showing when she's in Toronto.

"The industry" is not static, nor are studio objectives. How streaming in general and Trek in particular will be handled over the next few years will depend on the overall plans of the new owners of Paramount for P+ and the franchise.
