For Discovery I thank the obvious choice would of course been the Empress. For Picard people would Say Jurati (though of course she has been mentally manipulated). But really the best example of someone from our own universe would of course be TNG's Worf. Who deliberately seeks out to murder a high ranking political leader from another government. Though you might argue a written reprimand is punishment, it well and truly isn't.I'm not going to sign on with that, since I don't share that opinion of DSC or PIC.
But still, I don't remember anyone on DSC straight-up murdering someone and getting away with it. (DSC's dark reputation is mostly unearned.)
Edit: I don't count Harry Mudd, since his preferred final version of the timeline didn't have any casualties. But yeah, you can make the case that he would have found them acceptable.
