SCOTT: What in blazes is this?
WAITER: Didn't you order Scotch?
SCOTT: Laddie, I was drinking Scotch a hundred years before you were born and I can tell you that whatever this is, it is definitely not Scotch.
DATA: I believe I may be of some assistance. Captain Scott is unaware of the existence of synthehol.
SCOTT: Synthehol?
DATA: Yes, sir. It is an alcohol substitute now being served aboard starships. It simulates the appearance, taste and smell of alcohol, but the intoxicating affects can be easily dismissed.

Per the above, Data assumes that Scott doesn't know about synthehol yet it's established as being in Discovery's 23rd century replicator. We could just say Data was wrong and Scott's "Synthehol?" isn't lack of recognition but his astonishment that he was given it when he didn't ask for it.
What Data assumes of course, since Scotty was obviously a connaiseur of alcoholic bevereages, was that his brain was simply the brain of a man who likes his Scotch too much and therefore severly damaged
 
Everyone knows that in TOS times their is only 3 alcoholic choices.Saurian Brandy, Romulan Ale,,Picard's stuff. Eventually Tranya will be available and sort of Klingon Blood Wine but only if your Klingon at this point of time.
 
Philip Boyce's martinis with ice were also a standard of mid-23rd century Starfleet drinking habits.

Only Boyce drinks martinis in the future. We have to see him before we see someone drink one. Yet they keep denying us our Boyce appearance. Not to mention we need to see PIke's tv again soon as well. What better chance of cross company synergy than to have Pike at home relaxing while watching a episode of Yellowstone.
 
If Chateau Picard even makes a synthehol edition, it would be several years before the wine would have matured enough to be drunk.

Besides, Captains always have their own stash of real alcoholic beverages, even in the era when sythehol was common, Picard had real Aldebaran whiskey, Sisko managed to get access to Klingon Blood Wine, and whatever he was drinking while making his log entry in Pale Moonlight.
