Relief, repair and Sol System patrol is fitting for a non-state of the art yet still very powerful ship.

so that would be 2363-2371 and 2401-2402 as the operational life of the Enterprise-D

Please, do read. USN prohibited numerous types of fraternization outright. Relationships that appear to compromise the operation of the department are prohibited, even though the two might be of similar stature (NCO to NCO or senior officer to senior officer). The fact that Seven, as CO, would be required to file reports on inappropriate relationships might be considered a red flag in and of itself.

The matter could be different depending on context. Two junior officers who served in different departments, say a nurse and a pilot, might be tolerated, but it could still be subject to scrutiny. A married couple can apply to be co-located in order to have a house, but they would still be only on a base, not in the same department, and subject to approval. Once they divorce, no guarantees, even if they are parents. Unmarried couples have no such rights.

Married couples are assigned to the same ship. Since 1987 Trek has wanted to bring families into the picture. There have been numerous debates of the wisdom of this, both on the show and amongst fans. Obviously, some charitable interpretation of real world experience is necessary. However, I think it is not trivial that these relationships don't last (Lessons), are mostly offscreen (Rikers on Titan), or run afoul of the operations (Change of Heart). That's why, trying to be charitable and not wanting episode after episode of differences of opinion turning into lovers quarrels, I suggested showing some other way of positioning Raffi.
 
Memory Alpha being Memory Alpha, they already state it as a matter of fact that the Enterprise-D was pressed back into service for a year, giving no source other than citing the episode.

It’s not unreasonable and it does seem like from the behavior of Riker, Picard and Geordi that the enterprise had just arrived there and was being shut down for the last time

It makes sense that standards regarding fraternization have evolved by the 23rd–25th centuries. A five year mission could involve extended periods away from all other human contact. Even as early as "Balance of Terror," it was established that Starfleet tolerates romantic relationships within the chain of command as long as they do not interfere with operations.

Re-watching the episode, and the crew interactions at the end, it does appear that the TNG crew did indeed serve on the D for that year. Counselor Troi and Data in their final session looked to be on board a starship. It looked like the Titan, rather than the D, but they would not have rebuilt a D corridor for the couple second shot that we see when Riker arrives. Troi looking at vacation destinations implies that they've been busy working.

Maybe it’s a repaired D corridor or one of the corridors on the old Syracuse star drive.

I just wish that a bit more of a budget was afforded to build at least a Galaxy corridor, or the ready room or a generic crew quarters.

I mean, I assume the reason why they went with the Titan rename is so that they didn't have to build a new bridge set for a single scene with Captain Seven. lol
Wouldn't have been the first time they rearranged the deck chairs to make a set a different ship.
 
Isn’t it funny how it can simply come down to charisma and magnetism? The crew in SNW has it. The E-G crew has it, even then junior officers like LaForge, Esmar, etc… The crew in DSC…ehhh…they never really let them shine.
Other than LaForge ( who has a leg up) I don't even recall their names. I guess Esmar is one? But which one?
The DISCO "crew" is about the same.
The cast makes the show. TOS, TNG, Voy, DS9, all had great ensemble. Enterprise, Discovery, not so much.
DISCO's ensemble was Michael, Saru, Tilly, Stamets, Culber and the Season's captain/guest stars. The spear carriers are just background.

Troi was a psychologist who would have been part of the medical corps, separate from Riker 's hierarchy.

And maybe this part confuses people, but there never was a series dedicated to the Riker Titan.
How can any officer on the ship not be under the CO or XO's heirarchy?
