You know the saying about good intentions?I'm pretty sure "Actions taken while under Mental Influence" were mentioned as being things that people aren't considered culpable for in Lower Decks.
That's also a really bad simile. Because the reason people are found culpable for things they did while drunk or high. Is because they made the choice to get drunk or high in the first place.
