There are actually THREE Borg factions now.
  1. Old School Borg with the Queen
  2. Juratti/Queen Borg who are (presumably) Federation members guarding that weird wormhole
  3. The XB-Borg with the Cube that crashed on the planet with the Soong androids and flower starships

Four, if you count the Cooperative from VGR's "UNITY".
 
I think it was also meant to be a quick (and hopefully amusing) way to remind viewers that Seven has no history with Data and no emotional connection to him, in contrast to the reunited TNG crew.
There's plenty of time for them to have met between Voyager Endgame and Nemesis. Season 1 already started with the implication that Picard and Seven had met before, that she'd have also met Data is not an unrealistic jump from that.

They basically trashed Seven's entire (and only?) plotline in this season to be called by the name she chooses AND her involvement in Voyager's Doctor's attempts to be more human (she didn't call him "the hologram" after all) for a quick punchline.
 
There has to be more to it than that. Like what happened.

She injured herself in the Congo a couple of years ago (her boyfriend runs a bonobo conservation center). She broke her leg in the middle of the jungle.

This point has probably been mentioned already, but what the heck:

As disappointed as I was in S2, I’m glad it happened. You obviously can’t have a Picard series without the Borg, so the Borg involvement in this season would have been obvious a mile away if we hadn’t already had our Borg story.
 
Getting her to function and warp from A to B is one thing. But as Scotty found out in Search For Spock, getting your automation to work just as well in combat while taking damage is a little bit different.

Well it's 113 years or so later. The ship can be run from the bridge. The just dont have a engineering crew to do repairs. I fear we might lose the D again. I really hope not. It's nice seeing her back.

I really don't think they're a Borg faction really. They're not linked in any way, what Seven took over in S1 were all the dormant yet non-restored drones.
 
The XB's from the Artifact are not unique.

Every Cube in the galaxy was cut off from the collective at the exact same moment.

90 percent of them would have exploded, because they were under power and in flight, and suddenly no one was driving.

and another faction may still exist, the Unimatrix Zero drones. I doubt they'll ever get mentioned again, anymore than I think they'll revisit the Jurati-Borg apart from one Shaw throwaway line.

They are, actually. That cube wasn't knocked out by Janeway, it was disabled when they assimilated Romulans who'd seen the Admonition, years after Janeway's attack. So by my count, we have one cube that was just shut off by the virus on PRO, one chunk of Unimatrix that was messed up by it, and one cube and one sphere that seemed to be fine.

Season 2 was really about Q's redemption.

-he helped Picard deal with past trauma.

-his intervention altered the way the Borg behave, or at least mitigated their reach by introducing a faction that then could grow

-he freed one of Soong's creations and she subsequently joined The Travelers, presumeably to obtain the powers/skills he was losing

-what he did allowed Rios to meet someone he truly loved and find a home

-he made Renee laugh instead of being afraid; not what he wanted, but if he hadn't mucked with time again to save Picard and co. he wouldn't have been there to realize his powers were doing opposite things, if working at all.

-his intervening allowed Seven to feel what it was not to be an ex-Borg for a couple of days.

-oh yeah, and he was kinda sorta cordial with Guinan.

The cognition process of the entire collective can change from the addition of just one person?

Fearing a change in the cognition process of the entire collective from just one person, the collective can isolate that one person and save the Collective.

I feel that that means that the original architecture was open to evolution, but eventually the collective gained a sense of identity that it did not want tested.
