Plus Starfleet wanted to take a look the the BOP's Flux Capacitor.
It'd make sense for it to be Kronos One given it's right next to 1701-A and Excelsior in the same museum..all three ships were vital to the Khitomer Accords
Starfleet should know by now the need to scan for cloaking technology is kinda paramount.
If your sensors aren't scanning for something (aka potential threats), then you need to set them to do so.
I don't think it has it? If I recall correctly, the old Defiant had one as a loan from the Romulans, and that claok blew up with the old Defiant when it was destroyed by the Breen... however, I do not remember them mentioning the new Defiant having one installed (and would the Romulans even loan ANOTHER cloaking device to Starfleet near the end of the Dominion war?).

Please submit your update to Starfleet Chief of Operations. Due to the collapse of the Romulan Empire and the Klingons as allies this operational instruction was removed. The Admiralty appreciates your concerns.

As others have said, I'm fairly certain the USS Sao Paolo (aka second Defiant) did not have a cloaking device. I thought I remembered there being dialogue saying (or suggesting) that, but based on what's being said I'm probably mistaken, and just always assumed that was the case based on the story and the treaty of Algeron stuff.
Anyway. Can't rate this one yet.
I can't really figure out whether this episode was shear brilliance or utter crap. I'm leaving towards it somehow being both simultaneously.
I think I need another 3 or 4 rewatches before I can be certain though (I've currently only watched it twice)

As for the disembodied head - I really think it might be Armus. I suspect he was a changeling outcast that the link decided not to recognise as their own in order to maintain the old "no changeling has ever harmed another" line, and the renegades sought him out after disagreements started to arise. Granted, part of the reason I think that is the style of the voice, and the fact I think I remember it being said that Tasha would be referenced in some way, and I can see that providing a good opportunity.

I don't recall the cloaking device ever being mentioned again, no one even really brought up the fact that the Defiant III was formerly Sau Paulo after the transfer of name sequence lol.
My only issue with Armus being an outcast Changling/Founder is the fact that "he" had telekentic powers we never observed Odo, the Female Changling or whats-his-name-space-dragon changling having.
Well spotted, I forgot about her because they never showed a Vorta with similar abilities
I enjoyed the episode, I won’t lie, but I did find it a case of fanwank overdrive. Less is more with the callbacks. If you have too many it reinforces that sense of small universe syndrome and the sense there’s not much outside of the stories and characters we happen to see. It also cheapens the writing to me if it’s done to an excess; and I felt this veered dangerously into the unrestrained exuberance of fanfic territory.
It was saved by some good character scenes, although while I’m largely delighted to see the TNG cast finally back together, I can’t say I’m entirely happy to have Data (kind of) back given what felt like a moving and conclusive send-off not two seasons ago.
I thought it was confirmed that Vadic’s crew were also Changelings? If so, we’ve come a VERY long way from the days of “No changeling has ever harmed another.” She’s utterly barking mad and I’ve still to decide whether I love or hate the character.
How could the Genesis Device be at Daystrom? There was only one and it was blown up by Khan.
Why the heck are people suddenly pronouncing Picard as Picarhhh? I’m sure I heard Riker do it as well as Vadic.

Genesis II. So it clearly got rebuilt by someone else.
It's pretty clear that Vadics crew and whoever is controlling them are long enough separated from the Great Link that normal Changling societal norms are long bye bye.
Vadic's pronunciation of Picard as "PEEECARRRHHH" is mocking his name in fake french-ish.
