Okona hasn't changed much since TNG. He's greyer, has an eyepatch and doesn't get accused of impregnating an alien statesman's daughter in this episode but other than those differences he's pretty much the Thadiun Okona we met in Season 2 of the earlier series.

I don’t think they are still using those machines: they haven’t shown up since TOS, not even when a very paranoid inquisitor has been in charge, such as admiral Satie.

In one of VOY early season episodes, Tom Paris was accused of murder, and when he was questioned about what he recalled, it was confirmed he wasn't lying (just there weren't any flying orbs then... VFX budget constraints probably, but in-universe wise it suggests the technology moved on to without needing flying orbs in scanning the brain.

Also, in another episode, Chakotay suggested putting a Kazon through an A.R.A to see if he was lying about Seska's baby and if VOY was being led into a trap/ambush... but the EMH said that the results couldn't be considered valid because the UFP was unfamiliar with species from the DQ... however, he did mention that from any species in the AQ (and probably some from Beta Quadrant), it would have been effective.

So I guess Klingons have just gone back to the Star Trek VI outfits. They look better in CGI animation.

I wondered whether the older, rarer Klingon uniform was an indicator that this guy came to the far frontier "Northern" Beta Quadrant like the sleeper ship warriors from 'The Emissary'. Much like the Kazon(s?) who must have come through a Vaadwaur underspace tunnel to be this far from home this fast. Voyager's crazy beeline through the galaxy may have caused a flurry of new travel methods and conflicts along with its many territorial breaches.

The Protostar isn’t a warship, Janeway points out that’s a science vessel, the implication being that’s not heavily armed.

Well, piloting a Federation starship is not a huge deal to begin with.
We know from experience that the LCARS UI as used by SF is EXTREMELY user friendly and easy to use (probably because of how big and diverse the UFP is).
So, for the kids to learn it, is probably not a huge deal... however he was correct in stating that Janeway has every reason to go after the Protostar despite that... because they aren't SF, and the ship doesn't belong to the kids (which of course everyone knows, but the sad reality is the kids can't turn over the Protostar to them because they risk activating the weapon).

From what we saw, the Romulan government can be antagonistic towards UFP for a number of reasons. First it was the Vulcans, then it was the growing influence of Humanity which managed to bring stability to the region of space where previously there was disorder (in a way this benefitted the Romulan Star Empire because it eventually had plans to expand into that part of space and likely occupy Vulcan at some point - we know from DS9 when UFP was temporarily 'erased from history' that the Romulan Star Empire spread very close to Earth.

Yeah, the Hobus star didn't go Nova until about 2387, so there is no dispensation to UFP ships allowing them to get through.

I believe that in Picard they keep it deliberately vague by calling it the “romulan star”, not “Romulus”.

Romulus is the planet, not the sun...

Yeah, Romulans popping up in so close to discourage the Dauntless from entering the Zone means that the Romulans have already crossed the Zone...the Neutral Zone thing works both ways, guys.

A bit contrived how the kids all blew their opportunities to tell the Dauntless crew what was going on, but at least Rok called them out on it.

That’s been a thing since TNG though. They always seem to be in the zone

Maybe not, they also showed up in the Kobayashi Maru simulation. So its probably just the Unform Prodigy went with.

Also, Klingons tend to be utilitarian. Those uniforms haven’t changed that much in 100 years.

Or they wanted to use Okona and thought it would be cheeky to have him hanging out in a Star Warsy kind of place. Which is appropriate, since the TNG producers basically said they wanted their own Han Solo.

Considering supernovas can take thousands of years to happen naturally, 3 years after a proto-core getting introduced to a star isn't half bad

In non-canon sources the Romulan supernova was caused by some experiment that involved Denobulans. I'm really fuzzy on the details of that storyline and it might have been in a video game but I think it was an experiment gone horribly wrong and it spread to the Romulan Sun.

I would stay away from that supernova nonsense. It’s already such a mess in the Star Trek continuity

Lower Decks had probably to change his design to match Prodigy.
It wasn't directly confirmed (unless it was on home release), but during Season 2 promotion Mike said that there was a legacy character they had to change the design of to match another show.

Yeah, the Kazon is rather confusing. Their space is way off.
