Or, a Worf show on the Ent-E/Ent -F/Defiant is safe and predictable and would be the limited series. While a show set on a Klingon ship would fall in line with what producers had in mind for DIS S1 & PIC S1 to get fans out of their comfort zone and take risks to try something new. And like DIS S1 & PIC S1, result in multiple seasons.
Certainly, the Captain Worf on the Enterprise series could be limited or limiting. But the way I see it is that a Klingon-centric series, while being outside the Trek comfort zone as it were, also is testing the limits of widespread or even niche fan appeal. Even among Trek fandom I've seen some frustrations in the past about the Klingons getting
too much focus at times. If I recall, I've seen even some griping about Worf being overexposed to, though my memory is faulty on that (perhaps in part because I've always really liked Worf). With streaming, I could see a Klingon-centric series working more than back in the day when you needed a lot more broader appeal to succeed on network television or in syndication. That being said, new Trek hasn't done a great job (in terms of being widely embraced) in depicting Klingons so far, so it's very questionable they could successfully build a whole series, one intended to be multiyear, that delves deeply into Klingon culture.
Also, with Strange New Worlds, another Starship Enterprise-based series, seemingly doing very well right now, there are a lot of people who like Trek
within its comfort zone. Further, new Trek has not been shy about hitting the nostalgia button even as it also attempts, or claims, to be doing something new or fresh. The Starship Enterprise is a character in and of itself and as much part of the Trek mythos as Kirk, Spock, etc. TNG and to a lesser extent ENT, proved that all you need is a starship named Enterprise and immediately people get that it's Trek.
One of the big questions out there with Star Trek: Picard, for me, is where is the Enterprise? I can't imagine that the Big E (whether the Enterprise-E, F, or another letter) won't be in Picard's third season.
While Picard is a multiyear series, it was said from jump basically that it would be a limited series, so I don't put it in the same category as Discovery. It wasn't open ended like Discovery, Lower Decks, Prodigy, or Strange New Worlds. These other series have to earn each new season in a way Picard doesn't.
I think there's more multiyear potential for a Worf series based on the Enterprise than one that relies a lot on enough people caring enough about Klingon culture and lore.
