The promise that Picard had a normal human life span and capabilities suggests to me that all that biology may not keep him alive, or able... I think it's an off switch. A massive off switch. When his fake biology receives damage, his actually synth biology "mimics" damage to give Picard a complete human experience.

It’s part of their rather unhealthy obsession with Jean-Luc not changing in ANY significant way. They want TNG Jean-Luc and nothing and no one else despite the fact that decades have passed by now both IRL and in the Trek universe. Hence their anger towards him having a synthetic-in-origin body, it’s an uncomfortably loud reminder of the fact that things have changed. I found it rather amusing when they cheered for him now “being human again” in the Confederation timeline (says a lot about them that they cheer for a human fascist regime timeline but I digress) only to be reminded of the fact that Q mentions that Jean-Luc still has a synth body thanks to his fight with Skull Dukat. Too bad.
I don’t know what the problem is and why some people can’t just accept Jean-Luc the way he is. The first thing I thought when I heard about the defibrillator not working on him was “oh wow I’m gonna assign Jean-Luc to tumble dryer duty now because I hate that static electricity thingy that happens with some of the laundry when you take it out, he’s probably unaffected by it - how neat!”

Meaning he has blood and flesh. But I contend it remains a distinction without much of a difference, and it's a bit of a stretch to assume he would have complete organs as well.

data has enough organic components to be able to get drunk…Picard has blood and organs as a disguise, whether those blood and organs serve some essential purpose is another matter entirely. I recall Data talking about his humanesque parts serving secondary functions beyond his ability to pass for an organic life form.
