As Timo seems to suggest, from something like integrated WarriorCams scanning each wearer and their surroundings, resulting in data which was used to construct a lifelike 3D simulation edited into dramatic 2D footage using virtual cameras in 3D space. I would add that if the Federation Council had any doubts about the final presentation, they could always ask for raw data to help verify its authenticity.

Makes sense. We do see in TUC that the Klingons use holographic communications on a regular basis, as with Azetbur speaking with the Federation president. Such 3D communications can also be used to give the Klingons an early version of a holodeck, which ENT tells us they already have.

I don't know. Sometimes they know a great deal in ENT that later they've completely forgotten about. The most glaring example is the Pon Farr people discuss it casually (and you'd think that with so many Vulcans on Earth they'd keep records about it) yet eighty years later on the Enterprise they've forgotten everything about it including that it exists!!!

That one's easy enough to imagine and fill in the gaps.

We know there are Federation sensor drones spying on the Klingons, because that's how Epsilon IX finds out about the Klingon attack. It's more or less implied that the "exterior visual" of V'ger destroying the Klingon ships comes from such a drone. Perhaps a similar nearby sensor drone monitors the destruction of Epsilon IX, and the rec room feed automatically switches over to what's coming from it when Kirk orders "external view."
 
The Enterprise would have automatically ejected its log buoy upon destruction, which would have been recording up to the last second.

Already stated above. That was part of the Klingon ambassadors evidence presentation so obviously the destruction of the Enterprise was recorded by the bird of prey in orbit. How would the Klingons get access to that data after Kirk and Co. took it over? Hey it's the Federation. They hang their officers out to dry for political purposes all the time. ;)
 
Here's the Rube Goldberg explanation that I came up with when I first saw Star Trek IV in the movie theater.
The Klingon ToP picked up not only the Enterprise blowing up but also was picking up its internal sensors before hand and was relaying it to some other Klingon asset in real time up until Kirk or whoever shut it off.

I know, still baloney.

One has to wonder what three centuries of progress will do to technologies like LIDAR, photogrammetry and 3-D ray-tracing. There are already efforts to combine the first two to produce accurate 3d models of existing objects without the need to manually create them using CAD software. Who knows what the future holds?

Real tech guys..that’s not a movie or game play. Jukedeck writes songs...lyrebird emulates voices. Euphoria teaches game characters to flinch and not just rag doll.

Getting AI to do close-ups is nothing in comparison
 
Yeah, all "camera footage" is actually what we would today call a CGI rendering based on subspace sensor data. This applies to both the view screen and security footage. So the "camera" can move anywhere.
 
The use of Enterprise internal view camera footage in the Klingon Ambassador's presentation to the Federation Council in TVH could have been explained simply by the retrieval of the Enterprise's disaster recorder.

Kirk likely would have turned over any records in his possession of the incident at the Genesis Planet over to the Federation when he transferred custody of his Klingon prisoner to them, including Klingon sensor logs, as records of the Klingons' crimes. If Kirk had ordered the retrieval of the Enterprise's log buoy before they headed to Vulcan, he would have given them either it or at least all recoverable data from it, too. Or, perhaps the log buoy was recovered by Federation ships exploring the remains of Genesis.

In any case, there was evidently another Klingon spy at work, or others, because Kirk's Genesis presentation that Kruge had stolen and never shared with anyone after he got it was also presented by the Klingon Ambassador. So, the presence in that presentation of any records in Federation possession, including an external view of the Enterprise's destruction, was not inconsistent.

The use of the precise vantage points of the dramatic footage in TSFS... eh... not so much.
 
I think most of the "footage" is for our benefit, and what Kirk and Spock and Pike (and "Mendez") see is not what we see, in its entirety. They might see more, they might see less, but it's like in a movie where a guy starts narrating about something, and his voice fades away and we watch the story. We don't have to imagine questions about Talosian cinematography, because most of the cinematography isn't happening, and the likely "real thing" is probably much more static and fixed.
By the way, as per the communication relayed by Uhura, the real Mendez and Starbase 11 also receive images from Talos IV.
