Not to mention when the Enterprise visited DS9 again later that year (in Birthright). Things have already settled to a degree, so I'd find it more likely. The synopsis on Memory Alpha says he was negotiating the repair of Bajoran aqueducts with their government, I can imagine Kira was involved in that as the liaison assigned to DS9.He may have met and even talked with her, around the time when he assigned Sisko to command DS9 in "The Emissary".

I mean yeah, Picard and Seven never had a scene together before now, but they do have a pretty big plot-point in common. I was actually more surprised to learn that apparently this series was the first interaction the characters had ever had, since I always just assumed the two would have met at some point after Voyager got home.

Most likely we got 7 because she's hawt, which I have no problem with.
