I love DS9 and I've rewatched it many times but I always skip the MU episodes. I'm not a huge fan of it overall, but I think Disco is the only Trek so far that has watchable MU episodes.

Given that 14 worlds threatened to leave over this issue, it's definitely implied that it's the latter. The Federation lives in a post-scarsity society. Not even at the peak of the Dominion War when Betazed was occupied were there people starving and struggling for necessities.I think he was out of options and so he threatened to press the big red button expecting Starfleet to fold.

Without Starfleet and the Federation the rescue plan was dead in the water, its not just about the need for ships, its about finding planets who are willing to take 900 million refugees, having the spare resources to feed, clothe and house them.
