Where Are the Rogues and Scoundrels in Star Trek?

Besides old original Harry mudd being a smuggler or human sex slave owner whatever he was, theres other " rogues/scoundrels that dont mean much harm

various rogue like people plenty of them throughout Next generation, Voyager and deep space nine
 
And Nechayev. While a bit of a hardass, she was never corrupt or incompetant.

And Admiral Quinn, from "Coming Of Age" and "Conspiracy".

And Nakamura throughout TNG.
 
Wouldn't it have been interesting if they had gone ahead and given us another Okona episode a couple seasons later even though the character wasn't a big hit with audiences?

Personally I could have done without Harry Mudd ever showing up again.

I kinda liked him showing up again. Although I, Mudd gave the audience more to think about.

The women went willingly. Harry was a con artist, not a slave owner.
 
TNG season 2 gave us "The Outrageous Okona" (Troi literally described him as a "Rogue"), we as a fandom said, "No, thank you," and that was the end of that. ;)
i liked Okona, but then he is the rocketeer (although that role was later). he did show up in Lower Decks, albeit briefly. MCing the admirals' ball or something, iirc.
