Corbett died before FC was filmed, anyways. He wouldn't have been available for consideration even IF the producers had seriously contemplated the idea of bringing him back to the role.
Well if the production wanted to save on the costs of said famous Oscar-winning actor...Plus, when the choice comes down to "cast a famous Oscar-winning character actor in a major role" or "bring back a relatively unknown actor just for the sake of continuity," can't really blame the movie for going with James Cromwell instead.
In this same thread we're still trying to find out how 51 year old John Ales is a Maddox who has to be 83 (and even that assumes he was a 25 year old Starfleet prodigy when he was in a position to reject Data's 2341 Starfleet application)And you can always explain Cromwell's appearance and the apparent age discrepancy on alcoholism and radiation sickness during the ten years since World War III.

Now that, if true, I find far more disturbing than recasting the character. You'd think that with the synth topic in PIC, they would have watched this episode...Yep. They said, “Maddox was actually in an episode of TNG? No way! We just needed some character who was only going to be in one episode for ten minutes before he gets killed off, and somebody gave us the name Bruce Maddox. Nobody told us he actually existed prior to our show!”
