I think the reason Picard didn't ask Worf, Geordi, et al, is because he thinks those people would automatically agree to go with him out of a sense of duty. That's probably what he meant when he said "And they would do it in a heartbeat, and that's precisely why I cannot ask them."But not Worf, or Geordi or Riker? In what bizzaro world do you not ask them, but you are willing to ask Raffi or Elrond the Elf?
Picard wanted to ask people who could more easily say no to him, making it their choice and their choice alone, rather than it being out of a sense of duty to their old Captain.
Granted, Picard is Raffi's old captain, but she has reasons not to follow him just because of "duty."
