They could have easily made the clothing subtly different from what we wear now- remove the buttons/zippers, do something different with the collars, etc.

But, more than that, I don't buy that Picard wouldn't be in uniform during that visit. He was clearly there in an official capacity and was "on duty."
It's clear that it's a deliberate choice to show how that Picard represents the empty promises of colonial powers in this context.
