I mean, I get it.. Everyone is a superfan and they want to signal to their fellow forum dwellers that they are "on the team" or whatever, but.. I have a serious question for 45 people who voted "10/10".
If this episode that is nearly devoid of any meaningful events and is essentially a table-setting episode to fuel the rest of the season..
What do you rate "Best of Both Worlds"???
What do you rate "Tapestry"???
How about "All Good Things"?
..and "Chain of Command?
..not to mention "I, Borg"?
I'm honestly not sure if people are just being intellectually dishonest, or if they just don't understand the concept of a 1 - 10 rating system. If you rate something as boring, bland and uneventful as Season 1 Episode 2 of Star Trek: Picard a "10/10".. You are just making a mockery of the rating process.
Now, according to these 45 voters, "The Best of Both Worlds" (One of the greatest episodes of television science fiction PERIOD) is now on-par or WORSE than a forgettable, exposition-laced filler episode of Star Trek: Picard.
It just defies logic.
