Maybe they can pack the Section 31 series with Pike Enterprise series? To make it a combination of Space adventure and Mission Impossible genre in one TV Series.
NO! Please don't get Pike and the Enterprise involved in Section 31 (any more than it is because of Disc Season 2). PLEASE. NO.
Pike's Enterprise and Section 31 could work as a miniseries, or even a season's arc in a show focusing on one or the other, but I don't see a multi-season show going on too long based around this tag-team.
I agree. They have said that the S31 series would come after season three of Discovery, there would have been no reason to make announcements about it. Picard is the main focus right now. S31 wise, the writers have also mentioned on Twitter a couple of times that they're working on stuff for it.

I don't care. They can send Michelle Yeoh's character to the Flintstones/Jetsons Verse and I'll watch it. A bit of a fan.
Many actors prefer playing Villains because they often have more layers and require more acting ability to be done well. (For the actor they are often more fun to play.)
Hell, even from an audience perspective, I often find villains more entertaining than heroes. I think as a kid, I had more action figures of bad guys than good guys.
If this "fall of the Federation" horseshit turns out to be true, there won't BE a Section 31 in the time frame in which Discovery ended up.
At this point, I literally want the characters in-universe to be aware of canon. Tilly: "We found a way to recharge the time crystal and get back to our own time." Burnham: "We can't do that. Canon dictates that this ship and its spore drive never existed." Maybe they start the Temporal Cold War.
