Is Season 3 (or a Short Trek) going to explain how Georgiou returns to the 23rd century, or are they going to wait for the Section 31 series to handle it?
I suspect that seventh signal we see at the very end was actually Georgiou returning to the 23rd century in the suit. But I doubt we'll see it until the end of Discovery season 3 or the start of Section 31 season 1.

I don't see it being set in another time period since I'm quite sure the point for establishing Tyler as Section 31's new director was specifically meant to set up for the series.It's also possible that the planned s31 series has either been shelved for now (no announcement at comic con) or relocated to the new time period.

That would be consistent with what seems to be a deliberate move to progress Trek, timeline-wise, beyond Nemesis. Discovery, Lower Decks, and Picard all fit that bill so it'd seem - to me, anyway - a bit strange to go back to the 23rd century just for section 31.

The no announcement makes perfect sense as they only want to majorly promote the newest live action offering.
Then why are they also promoting "Lower Decks"?
There's also the possibility that discussing Section 31, which Georgiou is in, would spoil some of what happens in DSC Season 3 that they're not prepared to reveal yet.
(we don't know *how* she gets back, of course, but we know she *does* -- which also opens the door for others to return too).
