Is Season 3 (or a Short Trek) going to explain how Georgiou returns to the 23rd century, or are they going to wait for the Section 31 series to handle it?

I suspect that seventh signal we see at the very end was actually Georgiou returning to the 23rd century in the suit. But I doubt we'll see it until the end of Discovery season 3 or the start of Section 31 season 1.
But then she returned 51,000 LY away at Teralysium.
Perhaps Georgy returns to 2257 on the Discovery, which is then set adrift for a thousand years, directly leading into "Calypso".
With the suit's wormhole abilities, that doesn't mean much.
Assuming the suit works that long, but good point. It wasn't supposed to provide Michael with a return trip, hence everybody going along for the ride to the future.
The 32nd century is a period where the Federation has time travel abilities which are quite common place, as indicated by Mr. Daniels on Enterprise having a time portal in his apartment and he'd built a temporal communicator when he was in high school, so there's plenty of opportunity for Georgiou to return to the 23rd century. The question is why doesn't the rest of the Disco crew? I mean, aside from the obvious that staying in the future is how they Fix Canon.
Shelved, maybe. I don't see it being set in another time period since I'm quite sure the point for establishing Tyler as Section 31's new director was specifically meant to set up for the series.
That would be consistent with what seems to be a deliberate move to progress Trek, timeline-wise, beyond Nemesis. Discovery, Lower Decks, and Picard all fit that bill so it'd seem - to me, anyway - a bit strange to go back to the 23rd century just for section 31.
The problem is: all three of these make sense. Usually, in something like this, I tilt more one way than another. But I'm not this time. It's a true fork in the road. Setting up Ash Tyler as the Head of Section 31 seems to be setting him up as a regular in the series. Then again, we could also be given a recap saying, "This is what Ash Tyler accomplished during his time as Head of Section 31... "
Indeedo. But then we'd have lost both Tyler and Leland as S31 characters, so there would be only Georgiou to spin the spinoff off.
Now, Picard manages to meet a few pals of his from past adventures without any hint so far that he would rejoin any of his former crew. If the S31 show takes place "near-post-Nemesis" like the other two, then all sorts of connections would be available in like manner. Get Ross or Bashir to cameo; show that Sloane in fact survived somehow; reveal that any of the TNG era characters was "in fact" S31. Or let Tyler live for the required extra century thanks to his Klingon genes if need be.
But if the show hops to some other time period, long after TNG or even shortly before it... No such pool of characters to dive into.
Of course, S31 is the organization that knows how to build timesuits. They might not have the secrets of the spore drive down pat, but they can easily duplicate or improve upon the suit. Perhaps they go wild with time travel for a while? However, giving them that ability would make them invincible, so what are they doing in the 2370s, letting the UPF wriggle through the Dominion War and all? Perhaps S31 time travel will bring back Georgiou to whatever era is fitting, and then be buried.

Or they only want to focus on building hype for their newest (and upcoming series) "Star Trek: Picard".
The no announcement makes perfect sense as they only want to majorly promote the newest live action offering.
Then why are they also promoting "Lower Decks"?
I was under the impression Section 31 wouldn't hit until 2021. So they probably want to highlight their late-2019 and 2020 line-up.
There's also the possibility that discussing Section 31, which Georgiou is in, would spoil some of what happens in DSC Season 3 that they're not prepared to reveal yet.
Sure, but the very fact that they're planning a 23rd century show that stars Georgiou pretty much spoils that aspect of Disco's S3 anyway (we don't know *how* she gets back, of course, but we know she *does* -- which also opens the door for others to return too).
Lower Decks is animated and slightly comedic; it's not live action.
They aren't to the extent they're pushing Picard. No trailer, just some art and cast announcements. Basically, what we knew of Picard while Disco S2 was ongoing.
