Discovery was a reboot that they changed to a prequel that they changed into a sequel?! Who knows what that show is about now anyway. PIC is definitely a spin-off.

Really? I saw him in London last year and he looked very thin and frail in person to ME...but very energetic and happy.Yeah, he looks fine aside from having put on weight. Considering Garak's father Tain was pretty chunky, it's not unexpected for him.

I think he is still in the Starfleet. Picard being retired is an important plot point for the character, I doubt they want to mimic that on Riker. I think Riker and Troi are Picard's Starfleet contacts he will call when he needs some sort of Starfleet help.
Given it's 18 years since Riker was given command of the Titan; either Riker's an Admiral at a desk, or retired as well.The showrunners have said they want to test Picard's character as a man of incredible moral character by putting him in a situation where doing the right thing is difficult because he doesn't have a starship or Starfleet to call on. Having Riker and Troi at his beck and call would seem to run counter to that. I'm betting Starfleet is somehow complicit in what's going on, and if Riker and Troi are involved at all it will be against orders (and the Titan will be assigned well away from Picard so they can't physically intervene without alerting the conspiracy).
