The design style of everything else is completely different.
I think that this new picture proves that there is more going on than just lack of razors. Face makeup has been softened and simplified. It's not just hair that is new.
They were doing that throughout season 1, compare L'Rell from the first half of the season to L'Rell in the season finale. Especially her lips, they got a lot thinner.
However, the white haired Klingon in the trailer still has the thick Season 1 makeup. It isn't a universal change.

Hours of watching my staff and female family/friends watching makeup videos have taught me you can contour your face into whatever shape you want.
Discovery's makeup and prosthetics supervisor, Neville Page, designed the 'new' Klingons with hair and then removed it, so this 'change' is actually anything but.

^ I can't find it now, but I know that Neville Page posted on his Twitter account that he had taken the Klingon designs he and Glenn Hetrik came up with and put hair on them during the preproduction/production leadup to Discovery's premiere when there was an uproar about said designs.
Well, if this picture of L'Rell was the picture used to sell them the idea of adding hair on these Klingons I can perfectly understand!

Ugh. She just looks fat. Note, I'm not saying Mary Cheiffo looks fat by any means. But they way they still have her chin and cheekbones built up but artificially smooth just makes her look moon-faced, like she's been taking too much Prednisone or something.
That's true. Weird thing is that the face has been smoothed, but chest piece has been left "rough". Neck, veins across the chest. It just doesn't match the face anymore. I first looked that she has high collared dress on. That may also be making her look "fat". Too thick neck.
(Not complaining, Klingons have hair now and everything is right in the world again

I like this a lot. The Klingon emblem on the belt thing is a great touch.
As well as bald Klingons in season one, the set design looks like it's been directly evolved from the USS Kelvin.
and the warp effect. the holographic displays. the repeated starfleet insignia on the uniforms. blue bussard collectors. phaser bolts rather than beams. i’m sure there’s more.
Dang! That lush hair! I love it!
Also, is it possible that they reduced the egg-shaped skulls to regular "human-sized" skull-shapes?
